Peraturan ini mulai berlaku pada tanggal diundangkan. Agar setiap orang mengetahuinya, memerintahkan pengundangan Peraturan PRESIDEN ini dengan penempatannya dalam Lembaran Negara Republik INDONESIA. LAOLY LAMPIRAN PERATURAN PRESIDEN REPUBLIK INDONESIA NOMOR 1 TAHUN 2017 TENTANG PENGESAHAN FINAL ACTS OF THE WORLD CONFERENCE ON INTERNATIONAL TELECOMMUNICATIONS, DUBAI, 2012 (AKTA-AKTA AKHIR KONFERENSI SEDUNIA TENTANG TELEKOMUNIKASI INTERNASIONAL, DUBAI, 2012) PENSYARATAN TERHADAP KEPUTUSAN KONFERENSI SEDUNIA TENTANG TELEKOMUNIKASI INTERNASIONAL 2012 (WCIT-12) Pemerintah Republik INDONESIA, mensyaratkan bagi Pemerintahnya untuk: 1. Mengambil tindakan yang dipandang perlu untuk mengamankan kepentingan nasionalnya apabila ketetapan Konstitusi, Konvensi, Resolusi serta berbagai keputusan dalam Konferensi Sedunia tentang Telekomunikasi Internasional 2012 (Dubai, 2012) secara langsung atau tidak langsung berdampak pada kedaulatannya atau bertentangan dengan Konstitusi, Peraturan dan Perundang-undangan di Republik INDONESIA serta hak-hak yang dimiliki oleh Republik INDONESIA sebagai pihak pada perjanjian dan konvensi lainya, serta setiap prinsip hukum internasional; 2. Mengambil tindakan dan kebijakan-kebijakan pencegahan yang dianggap perlu untuk mengamankan kepentingan nasionalnya apabila setiap negara gagal mematuhi ketetapan Konstitusi, Konvensi, dan Resolusi serta berbagai keputusan dalam Konferensi Dunia tentang Telekomunikasi Internasional 2012 (Dubai, 2012) atau apabila konsekuensi dari pensyaratan oleh salah satu Anggota mengganggu layanan-layanan telekomunikasi atau yang mengakibatkan kenaikan bagian kontribusi yang tidak dapat diterima terkait dengan membayar pengeluaran Perhimpunan; dan 3. Membuat pensyaratan-pensyaratan tambahan yang diperlukan sampai dengan dan termasuk saat pengesahan Akta-Akta Akhir Konferensi ini. PRESIDEN REPUBLIK INDONESIA, Tt ttd. ttdJOKO WIDODO LAMPIRAN PERATURAN PRESIDEN REPUBLIK INDONESIA NOMOR 1 TAHUN 2017 TENTANG PENGESAHAN FINAL ACTS OF THE WORLD CONFERENCE ON INTERNATIONAL TELECOMMUNICATIONS, DUBAI, 2012 (AKTA-AKTA AKHIR KONFERENSI SEDUNIA TENTANG TELEKOMUNIKASI INTERNASIONAL, DUBAI, 2012) RESERVATION TO THE FINAL ACTS OF THE WORLD CONFERENCE ON INTERNATIONAL TELECOMMUNICATIONS, DUBAI, 2012 Government of the Republic of INDONESIA, reserves the right to: 1. Take any action and preservation measures it deems necessary to safeguard its national interests should any provision of the Constitution, the Convention and the Resolutions, as well as any decision of the World Conference on International Telecommunications 2012 (Dubai, 2012), directly or indirectly affect its sovereignty or be in contravention to the Constitution, Laws and Regulations of the Republic of INDONESIA as well as the existing rights acquired by the Republic of INDONESIA as a party to other treaties and conventions and any principles of international law; 2. Take further reserves the right for its Government to take any action and preservation measures it deems necessary to safeguard its national interests should any Member in any way fail to comply with the provisions of the Constitution, the Convention and the Resolutions, as well as any decision of the World Conference on International Telecommunications 2012 (Dubai, 2012) or should the consequences of reservations by any Member jeopardize its telecommunication services or result in an unacceptable increase of its contributory share towards defraying expenses of the Union. 3. Take further reserves the right for its Government to make additional reservations as may be necessary up to and including the time of ratification of the Final Acts of this Conference.
